Although the best option for visitng Varanasi would be on foot(to be able t see everything that is to be seen), you could as well try an early morning boat trip along the Ghats. Around town, cycle-rickshaws are most common, since buses are extremely crowded. Unmetred taxis can be advantageous sometimes, depending on your luck. In my opinion, the best would be to rent a bike.
